There's a scale for this? Matt wouldn't kill to keep him, but he'd manipulate and lie if he thought it would bring him a greater advantage then telling a partial or whole truth. He doesn't want him enough to force his blood on him but he wants him enough that he hopes Blaine caves into it on his own.
As for mind changing.. I don't think there is any, rather there would have to be reasons stacked against Matt's honor, and Blaine himself. It would have to prove to be severely detrimental to his codes before he would walk away.
