It's neither an active nor inactive drive. He's dead, not hopeless.

Basically the same reason why Blaine is currently doing the 'Why can't I quit you...!' thing with Matt as well.

But I don't know what the last part means about him being dead and not hopeless. Hopeless about what?

Literally hopeless as in to be without a reasonable amount of hope for something.
